REGULAR BOARD MEETING, PUBLIC HEARING &

 STATUTORY REORGINIZATION

December 14, 2022

 

The regular monthly meeting of the Board of Trustees of the Village of Unadilla, Nebraska, was held on Wednesday, December 14, 2022, 7:30 p.m. at the Unadilla Library. Notice of said meeting and proposed agenda of then known subjects was given by posting in the three following places within the Village: Countryside Bank, Post Office, and Community Center Notice Board; and by serving a copy of said notice to each member of the Board of Trustees more than 5 days prior to said meeting. Trustees present: Dan Crownover, Dale Stoner, Janet Oelke, Scot Hincker and Clark Stubbendeck.  New board members Fredrick Rumery and Troy Whitehead. Visitors: none

Chairman Crownover called the meeting to order at 7:30 p.m. He reminded everyone of the location of the Open Meetings Act Poster. 

Oelke made a motion to approve the November 2022 minutes; seconded by Stoner. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck, and Crownover voted yea, none voted nay, motion carried 5-0.

Stoner made a motion to approve the November 2022 treasurer’s report; bank statements, reconciliation, and receipts, Oelke seconded. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

Hincker made a motion to approve the claims, seconded by Stubbendeck.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover and voted yea, none voted nay, motion carried 5-0.                          

UNFINISHED BUSINESS:  

                                               

          Water consumed: (1,105,000); water paid for: (728,000); balance for month:(-377,000). The regular water test for November came back good.  The water usage is high, but some residents were still watering in November.  We will wait and see next month’s reading to see the usage.

          Schoolhouse items:  The exercise bike for the workout room has been reserved from Body Basics. 

          Street Project:  Review and signing the Certificate of Substantial Completion, Change Order #2, Contract Application for Payment for $54,573.69.  Stubbendeck made a motion to sign the Certificate, Change Order and Contract Application, seconded by Hincker.  On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea.  None voted nay.  Motion carried 5-0.      

          Public Comments:  none

NEW BUSINESS

         

          The County Clerk’s Certification of votes held on November 8, 2022; Election in Otoe County was reviewed.  The Oath of Office was read by new Trustee’s Fredrick Rumery and Troy Whitehead. 

          Salaries were discussed for 2023.  Stubbendeck made a motion to raise the salaries to the following, Hincker seconded.  On a roll call vote, Hincker, Whitehead, Stubbendeck, Rumery and Crownover voted yea, none voted nay. Motion carried 5-0.

          The following salaries will be used beginning 1-01-2023:

                   Clerk-Treasurer………………$ to be determined at the time of hire

                             6 paid Holidays and 5 vacation days

                   Deputy Clerk……………………….$20.00/hr

                   Utility-Maintenance Supervisor…………………$21.500/hr &.50 more per hr plus 1 day vacation when the water certification is completed and another .50 per hr plus a 2nd added vacation day when the chemical license is obtained

                             6 paid Holidays and 5 vacation days possible 7                 

                    Utility-Maintenance………………..$16.50/hr

                   Chairman……………………………$150/meeting

                   Trustee………………………………$125/meeting

                   Legal Counsel………………………as billed

                   CPA…………………………………..as billed

                   Water/Wastewater………………….$20.00/hr plus mileage

                   Extra Help…………………………..$16.00/hr

          Stubbendeck made a motion to nominate Fredrick Rumery as Chairman of the Board for 2023, Crownover seconded. On a roll call vote, Crownover, Whitehead, Rumery and Stubbendeck voted yea, Hincker voted nay.  Motion carried 4-1.                                                                                                                                                                                                      

          Hincker made a motion to appoint the following committees for 2023, seconded by Stubbendeck.  On a roll call vote, Rumery, Whitehead, Hincker, Stubbendeck, and Crownover voted yea, none voted nay, motion carried 5-0.

          Whitehead made a motion for a new Clerk-Treasurer at the time of hire, and for Corinne Zahn as Deputy Clerk, Ed Meinke as Utility & Maintenance Supervisor with Arlin Rohlfs and Rob Lock as a maintenance help. Barb Wilhelm as office help, seconded by Rumery. On a roll call vote, Rumery, Whitehead, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Stubbendeck made a motion to appoint Stubbendeck, Rumery and Meinke to the Safety Committee, Dan Crownover as Zoning Administrator and Building Inspector, Corinne Zahn and new clerk hire as Flood Plain Manager. Cross Connection Control Officer, Zahn and Meinke, seconded by Whitehead. On a roll call vote, Rumery, Whitehead, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Countryside Bank in Unadilla was designated as the Official Depository Bank for Village funds and Doug Ebert & Ed Meinke as the Village Wastewater Operator’s on a motion by Hincker, seconded by Stubbendeck. On a roll call vote, Stoner, Oelke, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.

          Rumery made a motion to appoint Brandt, Horan, Hallstrom and Stilmock as the Village Attorney’s Office, seconded by Stubbendeck. On a roll call vote, Rumery, Whitehead, Hincker, Stubbendeck and Crownover voted yea, none voted nay, motion carried 5-0.         

          Stubbendeck made a motion to approve the Tobacco License for Mal’s Bar & Grill & Nitty Gritty, seconded by Hincker.  On a roll call vote, Rumery, Whitehead, Hincker, Stubbendeck and Crownover voted yea, none voted nay.  Motion carried 5-0.

          The list of delinquent water & sewer patrons was reviewed:  #074, 075, 114, 115, & 150.00                       

          In Correspondence:  Total for the All-Fund Drive collected to date is $11,845.00
